Risk Analysis Gone Awry: Software Project Over-Confidence

Bruce Schneier has a fascinating article over on Wired, based on a study by Magne Jorgensen, about how the act of undergoing risk analysis on software projects actually leads to over-optimism and over-confidence.

Potential explanations all come from behavioral economics: cognitive biases that affect how we think and make decisions. (I’ve written about some of these biases and how they affect security decisions, and there’s a great book on the topic as well.)

First, there’s a control bias. We tend to underestimate risks in situations where we are in control, and overestimate risks in situations when we are not in control. Driving versus flying is a common example. This bias becomes stronger with familiarity, involvement and a desire to experience control, all of which increase with increased risk analysis. So the more risk analysis, the greater the control bias, and the greater the underestimation of risk.

The second explanation is the availability heuristic. Basically, we judge the importance or likelihood of something happening by the ease of bringing instances of that thing to mind. So we tend to overestimate the probability of a rare risk that is seen in a news headline, because it is so easy to imagine. Likewise, we underestimate the probability of things occurring that don’t happen to be in the news. A corollary of this phenomenon is that, if we’re asked to think about a series of things, we overestimate the probability of the last thing thought about because it’s more easily remembered.

According to Jørgensen’s reasoning, people tend to do software risk analysis by thinking of the severe risks first, and then the more manageable risks. So the more risk analysis that’s done, the less severe the last risk imagined, and thus the greater the underestimation of the total risk.

The third explanation is similar: the peak end rule. When thinking about a total experience, people tend to place too much weight on the last part of the experience. In one experiment, people had to hold their hands under cold water for one minute. Then, they had to hold their hands under cold water for one minute again, then keep their hands in the water for an additional 30 seconds while the temperature was gradually raised. When asked about it afterwards, most people preferred the second option to the first, even though the second had more total discomfort. (An intrusive medical device was redesigned along these lines, resulting in a longer period of discomfort but a relatively comfortable final few seconds. People liked it a lot better.) This means, like the second explanation, that the least severe last risk imagined gets greater weight than it deserves.

Laptop Review: Dell Latitude E4300

I recently sprang for a refurbished Dell Latitude E4300 laptop (2.4ghz CPU \ 4GB RAM \ 160GB 7200 RPM HD \ Webcam) from the Dell outlet store for $976 and wow — it is one fantastic machine. Easily the best laptop I’ve ever used and one which offers an insane value proposition which should suit most people. Why? A few notes:

Size & Weight: The E4300 is a 13″ widescreen. Having used both smaller (12″) and larger (14″) laptops I feel qualified to opine that 13″ is really the sweet spot on the size/usability continuum. 12″ laptops become consciously irritating when writing long documents or trying to compare things side by side. 14″ laptops are just too big/heavy to conveniently haul around. 13″ is just right. The E4300 is not particularly thin, but nor is it fat. Most importantly, with the standard 6-cell battery, it weighs a mere 3.3lbs! Impressive engineering.

Screen: The E4300 uses the newer ‘backlit LCD’ display, instead of the older cathode tube display. Backlit LCDs are lighter, brighter, and thinner. It’s a beautiful screen, easy on the eyes for long hours. Only the high end Sony Vaio’s have nicer screens, with the Latitude’s coming in a close second. Standard 1280×800 WXGA resolution.

Input Devices: Dell managed to squeeze what is basically a full size keyboard into the widescreen frame. It’s not the best laptop keyboard I’ve ever used (that honor definitely goes to Lenovo), but it’s definitely above average and completely serviceable. Surprisingly useful bonus feature: The keyboard activates a backlight in low-light conditions! There is both a trackpad and a touchstick. I don’t really use trackpads but I’m sure my wife will appreciate it and the touchstick — while not a Lenovo — gets the job done.

Performance: The E4300 has the “new” SP-series dual core intel processor designed specifically for mobile devices. This amazing processor gives you high speeds (up to 2.5ghz) while downclocking to lower speeds when not being heavily utilized. The end result is you get strong performance with a real-world 20%-30% increase in battery life. This thing zips around Windows Vista. The video controller is onboard, so graphic performance is modest, but more than sufficient for photoshop and watching DVDs (I’ve never understood playing games on laptops anyway). Mine came with a decent 7200rpm hard drive, but I plan on upgrading to an SSD when prices drop (which should offer a 10%-20% performance boost — extending the useful life of this hardware).

Battery Life: The aforementioned SP series processor works its magic here. Using the six cell battery, I routinely get 5-6 hours of typical usage. At 2.4ghz speed in a 3.3lb package — that’s really impressive.

Build Quality & Reliability: The Latitude E4300 is Dell’s laptop line targeted at business folks and professionals. Accordingly it gets a stronger chassis and less plastic than it’s consumer counter-parts (e.g. the Dell XPS M1330). Everything about the laptop seems solid. Nothing squeaks, flexes, or seems out of whack. Windows never freezes or bluescreens.

Refurbished: I’ve never purchased a refurbished computer before, but after my ideal configuration came out to almost $2k new, I became curious. I did some research both on and offline — there were a few horror stories but most (about 85%) of the Dell refurbished experiences were good! Importantly, Dell offers a 21-day return period so that took away my anxiety. I’m happy to report another satisfied customer. Aside from some tiny scratches on the outer screen cover (not noticeable unless closely inspecting) — it was truly like new. It’s impossible to determine why the previous owner returned it — everything works fine! Another benefit is refurbished laptops are shipped the next day, so you don’t have to wait for them to be “built.”

Dell: I don’t usually buy Dell (preferring IBM/Lenovo and HP) as I’ve generally associated them with cheaper/inferior products. But a number of IT folks whom I trust have recently told me that they believe Dell’s laptop line is really improving. In fact, a number of IT services companies have recently switched to Dell laptops for their field techs. I decided to take a chance and the experience was flawless. I haven’t had to call support yet, but I’m told that its serviceable.

Warranty: I thought it was worth pointing out that when buying refurbished, $99’s gets you three years of next business day onsite repair. That’s quite a deal and a nice offer to stand behind. I definitely took the plunge on that one for peace of mind.

Value & The Competition: If you want the same combination of flashy performance in a tiny (sub 3.5lb) package there are really only three options: Lenovo, Sony, and Apple. Weirdly, HP has nothing in the ballpark. Sony was off the table for me because — while they make some beautiful VAIOs — they just aren’t hardy. Someone should track down all the VAIO owners with cracked or separated frames or screens and put together some sort of lawsuit. That left Lenovo and Apple. I have too many useful PC programs for an Apple and they’re too expensive anyway. The comparable Lenovo options are ridiculously expensive as well, and usually lack DVD drives. I briefly considered the Dell XPS m1330, until realizing its power hungry processor gives it a mere 2-3hrs on a 6-cell. After much research the choice was clear!

Conclusion: Overall — this is a great laptop suitable for a wide audience. It does everything well and has none of those bonehead annoyances that can ruin an otherwise good experience. At under $1k (refurbished) its really a steal. Highly recommended.

Google Software in the Enterprise?

Jason Hiner has a fascinating article at TechRepublic arguing that Google’s approach to software development is fundamentally incompatible with enterprise business requirements:

Google’s organization and corporate culture are radically decentralized. There’s not a lot of structure, process, or bureaucracy. The focus is on innovation and freelance creativity. That can make it a great place to work if you’re an engineer and it makes Google great at building Internet widgets and exciting new features for its search platform.

[. . .]

However, when IT departments do mass deployments of applications for business-critical tasks, they expect a high level of service. They expect the software to be bug-free, and if they do run into problems then they expect to be able to quickly connect with a customer support representative to resolve any issues immediately, if not sooner.

In order to pull off this type of experience that corporate IT demands, a software maker needs excellent attention to detail, strong processes and systems in place, and software that is “good enough” to provide a seamless experience for users. Again, delivering fully-packaged, mostly-bullet-proof software is not part of Google’s DNA.

Jason makes some interesting points here and on some level — I follow his reasoning. On the other hand, Google Apps has been a pretty big success by most accounts. Perhaps Google is a little more organized/process-driven than we’re giving them credit for?

Unexpected Cloud Computing Trends

Forrester has rolled out new cloud-computing survey results which turn some existing assumptions upside down! Among the findings:

  • Larger firms are more interested than smaller firms in leveraging external IaaS capability. This flies in the face of conventional wisdom that the SMB market will be the most eager adopter of cloud computing, because it will enable them to avoid extensive internal IT investment and skills.
  • Firms are slightly less interested in internal clouds than in external IaaS. By a margin of 10 percent, companies of all sizes prefer to focus on external providers rather than implementing a cloud internally. This is really surprising, for two reasons: (1) it indicates that companies feel they have enough information to make a decision, which is somewhat surprising given how early in the process we are; and (2) despite how early in the process it is, most companies are not opting for the “safer” choice, which is creating an internal cloud.
  • Interest in production app placement in external clouds is nearly as high as for test/dev. Again, the conventional wisdom is that companies will migrate test/dev to clouds as the initial use profile, because test/dev is often a pinch point in provisioning, requiring resources quickly and for indeterminate durations; the thinking goes that this type of use profile meshes well with cloud computing characteristics but also sidesteps other issues associated with external clouds like security, data privacy, and SLA needs.

    Facilitating Decisions and Mediating Conflict

    Most day-to-day project or operational decisions don’t require grand meetings and circumstance, but there are some situations where gatherings should be called to make decisions:

    • Whenever group input is likely to significantly improve the quality of the decision.
    • Whenever the problem is complex and requires multiple specialists.
    • Whenever team members might have difficulty accepting a decision

    So how does a project manager or leader facilitate these decision-making sessions? I’ll share my basic framework:

    1. Identify the problem. Clearly state the fundamental problem and its context. The key thing here is to avoid framing the problem in terms of choices (predefined choices kill creativity). The WRONG way: “Should we abandon the mapping component entirely or substitute an alternative map module?” The RIGHT way: “The mapping component difficulties have put us ten days behind schedule. We need to determine the best way to move forward.”
    2. Generate options. Begin by establishing a moratorium on criticism. All ideas–even the craziest ones–are wanted here. Make the point that all ideas belong to the group, nobody “owns” an idea, and everyone is free to twist and extend ideas suggested by someone else. Try to gather as many ideas as possible (quantity over quality) and be sure to prompt/include anyone who is naturally shy or not participating. Put all ideas up on a whiteboard as they come in.
    3. Set evaluation criteria. The team needs some way to sort through the options. If you established an expectations management matrix with the sponsor (which prioritized scope, schedule, or budget) or if you defined a project vision (e.g. “Put a man on the moon by 1975″), then you have your basic criteria there. For example, an alternative which pushed you past 1975 would score poorly.

    5. Facilitate a Decision. Provide summaries of progress and keep the group on track. Protect minority opinions and ensure that everyone has a say. Test consensus and re-state your understanding of what is being said (silence does not equal agreement!). Some conflict here is acceptable (even desirable), but if tempers flare or it becomes dysfunctional — then end the meeting and reschedule another one.
    6. Follow Through. After the decision has been made, the group should later be called together for a miniature ‘lessons learned.’ Did the decision turn out to be the correct (or best) one? If not, what threw the group off? How can a better decision be made next time?

      The bottom line is that if you want good decisions, you must follow a good decision-making-process!

    The Hiring-Experience Gap

    The HR manager at my last organization and I have a long-running joke about what our country would be like if our president were hired by HR instead of being chosen by popular vote. To make a long story short, the joke goes that we would have no president, because HR would add a requirement to the job description that the person have, “4+ years experience running the country.” As there would be no way to obtain that experience without first being given the job, there would be no qualified candidates.

    I don’t mean to pick on HR. In fact, I love HR and believe that the director of HR should sit atop the org chart right next to the CFO (Yes, hiring, growing, and retaining the right people is THAT important to organizational success). But I’ve also noticed a troubling tendency among recruiters (and sometimes functional managers) to automatically reject candidates who don’t have experience doing the job which they are filling. The legendary story of the General Electric HR manager who recommended against hiring Jack Welch should forever haunt recruiters everywhere.

    I hate to state the obvious, but people cannot obtain certain kinds of experience until someone gives them the opportunity to do so. Most successful managers for example, were at some point a regular staff worker with no formal management experience. Someone looked at their past performance (which–for humans–is a good indicator of future success), looked at the opportunity, and took a calculated risk by placing them into a “bigger” job.

    I’m not suggesting that you should put your landscaper in charge of your IT department because they do a great job on your hedge rows. What I am saying is that whenever you encounter someone who has taken on stretch assignments, undergone training, and reached outside their formal job responsibilities, you should take notice. Many of these people will be tomorrow’s successful managers and simply need the right break to become stars. You could be the enabler who spots the next Welch.

    How to Handle a Crisis

    Crisis management is one of the most undervalued management skills: It’s rarely taught in business school and no one cares until things hit the fan. But when they do, a steady hand at the helm can guide a team through the stormiest of waters. The most important thing is to be systematic and to keep making decisions. I wanted to step through the anatomy of a recent crisis and explain what I did and why it worked.

    The crisis: This particular crisis began on a quiet weekday when a customer sent us an email out of the blue stating that our system — which was installed at their site — was hogging all their network bandwidth and freezing their computers. Apparently, it was so bad that their employees could barely work. And the problem coincided with use of our system earlier in the day.

    Yikes!!!

    Step 1: Re-prioritize and compartmentalize.

    A potential crisis must be bushwhacked with great force. If you hit it hard enough and fast enough, you can sometimes avert the crisis altogether, or at least minimize its impact. I pretty much dropped everything I was doing to focus entirely on this issue.

    Meanwhile, I did everything possible to compartmentalize the issue and maintain the impression of normalcy with the customer. Crises have a tendency to take on a life of their own (if you let them) and it’s important to carry on as if everything is under control. After acknowledging the email with a quick phone call to the sender, I made a point of speaking with other people at the customer’s office about unrelated issues. They didn’t mention anything about the network and nor did I.

    Step 2: Plan for Sea Animals

    When someone accuses you or your team or your products of causing a problem, it’s only natural to react skeptically. Your people are good and your widgets work just fine–thank you very much.

    A good manager has to fight that urge. It’s possible the whole thing could be a misunderstanding, but it’s equally possible the crisis could be real. Real crises often turn out to be bigger than their initial boundaries. They’re like those foam capsules you drop in a sink full of water, they turn into two foot alligators.

    With that in mind, I assumed the worst. Maybe our system was somehow causing total work stoppage. Maybe it was interrupting crucial business process. Perhaps it had been affecting their network even before today. Could the system have been compromised? It might get even worse. By thinking through these possibilities, you help ensure that the scope of your response is sufficiently wide. And mentally, you ensure that you’re not going to be caught off guard by unexpected bad news.

    Step 3: “Trust, but verify.”

    In the famous words of President Reagan, it’s time to figure out whether this crisis has any teeth. Using your enlarged scope from step 2, you do some fact-finding and gather hard data. A good starting point is simply the five W’s (who, what, where, when, and why).

    In this case, we delved into the system logs in question, looking for activity indicators. Of course we also looked at past days, kicked off virus scans, and asked for more details from the customer contact.

    Step 4: Report

    If the crisis looks legit, the next step is to immediately notify your boss. You don’t want to shirk from delivering bad news. Better now than later. I walked over to my bosses office with a fistful of data showing that our system had definitely been active around the same time that the customer experienced issues. I also notified the project manager currently using the system as well as the salesperson who sold it to the customer to begin with.

    Step 5: Imagine it’s High School

    Although you’re trying to maintain the appearance of normalcy, you have to plan for the possibility that in short order — everyone will know: Everyone at your customer, all of your employees, maybe even your competitors, or (gulp) the press.

    If/when they do, you need to have something prepared to tell them that will maintain control and nip the rumors. I worked up a short memo laying out the facts and explaining that no link had been proven between our systems and their network problems — yet. Sure enough within a half hour, another manager was asking for information about the situation. Click! Memo sent.

    Step 6: Build a Project Plan/Team

    The simplest way to tackle a multi-headed dragon is to break it down into small, concrete tasks and assign them to specific people. Usually a gantt chart with tasks/due dates and a RACI chart outlining roles & responsibilities is sufficient.

    I doled out a couple of tasks to the PM with a next day deadline, and outlined the steps which we would be taking to further investigate the issue.

    To make a long sleeve short, over the next week we ultimately discovered two things:

    1) Their network slowness did not perfectly correspond to use of our system. Meaning, they had *other* unrelated issues contributing to the slowness.

    2) They had changed their network architecture, reducing throughput in the process. This was news to us and information which would’ve been useful yesterday.

    So in the end, it turned out that our system was behaving normally and was fully exonerated. It was doing the same things it had always done, but the environment it operated in had changed (for the worse). After explaining this to them via a teleconference, we dialed back our system activity until they could get their network\throughput issues worked out. We followed up with a written explanation reiterating the same things said on the phone. Fortunately, they understood.

    Step 7: No Pain — No Gain.

    Lastly, you want to use the momentum from the crisis to change the processes (or even people) so that it never happens again. Be a change agent.

    In this case, the crisis had more bark than bite since it really wasn’t our fault. But nonetheless we still used the energy to improve our system testing/planning process, so that we would be more likely to detect an environment change at the customer before things go south.

    Wrapping Up

    This particular crisis turned out well and they don’t always go so smoothly. The steps above sound incredibly simple in retrospect, but it’s amazing to me how few people actually follow them. Ultimately a crisis should only make you and your organization stronger, but things can and will spiral out of control if you’re not careful.

    Book Review: Alpha Project Managers

    After using his super PMP study guide some time back, I picked up Andy Crowe’s other book, an obscure little text, ‘Alpha Project Managers,’ published in 2006.

    This has to be one of the most under produced books I’ve ever seen.  Crowe essentially self-published on his own Velociteach label.  It shows.  The graphics are third rate and the cover is pretty bad. 

    But no matter.  The information inside is fascinating. Crowe surveyed over 3,000 project managers and their co-workers/supervisors in order to identify the “top 2%” of project managers (”alpha project managers”). He tried to identify PMs who were consistently rated as excellent by the people they worked with and their customers. Once he found them, he zeroed in on their work habits and PM techniques.

    Some of the interesting findings:

  • Alphas respond to fewer emails/day and spend less time in meetings than non-alphas, yet people rated them as being more responsive than non-alphas.
  • Alphas establish explicit communication expectations, and adhere to them stringently.
  • Alphas sent much shorter communications than their non-alpha peers.
  • Alphas spent twice as much time in the planning phase of their projects than did non-alphas.
  • Alphas used informal networks to get things done much more often than non-alphas (who stuck to formal channels).
  • Alphas were much more aware or how their bosses were being measured (ROI, etc.) than non-alphas.

    Each of these points (and others) are supported with some useful anecdotes from the PMs themselves. Crowe does a good job trying to help PMs understand these habits and apply them to their own work. This is a text which deserves wider recognition and higher quality production in a second edition.

  • The State of ERP

    CIO.com has a great new article on a recent survey from Panorama Consulting Group about 670 ERP implementations which Panorama studied.  Among the nuggets:

    The majority of respondents (77 percent) had chosen a Tier I provider (SAP 35 percent; Oracle 28 percent; and Microsoft: 14 percent). The rest (23 percent) went with the Tier II.

    So, what was the total cost of the average EPR implementation? SAP $16.8 million; Oracle $12.6 million; and Microsoft $2.6 million. Tier II average: $3.5 million. (Microsoft’s figure is pretty impressive.)

    And how long did it take respondents to fully implement the ERP solution? SAP 20 months; Oracle 18.6 months; and Microsoft 18 months. Tier II: 17.8 months.

    Now, the multimillion-dollar question: How satisfied are the executive team and users with the ERP solution? SAP 73 percent (Panorama’s “satisfaction rating”); Oracle 62 percent; and Microsoft 69 percent. Tier II: 70 percent.

    Fascinating stuff, especially the low cost of Tier II ERP implementations (NetSuite, etc.) and of Microsoft!  I expect SaaS ERP to really begin taking off this year.  Now that security concerns have been mostly allayed, the value proposition on turnkey, hosted, no-license-fee ERP is just too good.

    Discovering Your Strengths

    Career mentor extraordinaire Patty Azzarello recently made a suggestion to me that I take the ‘StrengthsFinder 2.0‘ assessment. This is a 175 question online timed test which asks questions like, “Which describes you more strongly: You get things done on time or You get things done correctly”. Painful! You want to choose both, but have to favor one or the other. The assessment was designed by Gallup and supposedly incorporates data from millions of people.

    I’m notoriously skeptical of these kinds of things, especially after the Myers Briggs told me I was an introvert (my wife enjoyed a good laugh over that one). But I took the dive on Patty’s recommendation and have to say I’m really impressed. Out of the 34 “strengths”, the assessment tells you your five most prominent and this thing was spot on.

    It said my strengths were that I’m:

  • Futuristic
  • Analytical
  • Disciplined
  • Individualized
  • Relator
  • Reading the descriptions of these was pretty amazing. They fit me to a “T”.

    Why is this useful? Because so much of success both in your career and in your personal life depends on the extent to which you position yourself to take advantage of your strengths and minimize your weaknesses.

    If you’re interested in taking the test yourself, you have to buy the accompanying book, which gives you an “access code” for the online test.

    The AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009

    The new act contains a bunch of things interesting to those involved in healthcare information systems, and the best way to get up to speed is probably to read this from the New England Journal of Medicine. Following is a short clip:

    Although the federal government has long spent billions on health care, there is no precedent for the act’s massive investment in accelerating the adoption of health information technology — or for the expanded leadership role that government will assume in this arena. At present, perhaps only 17% of U.S. physicians and 8 to 10% of U.S. hospitals have at least a basic electronic health record system. Far fewer have — and routinely use — the types of comprehensive systems that would allow them to fully realize the potential of the technology.3 However, such technology will lead to improvements in the quality of care and savings on other health care costs only if the implementation is done right.

    In 2004, the Bush administration, by executive order, created the Office of the National Coordinator for Health Information Technology as part of the DHHS. But Congress had never established the office in law, and its funding has been only about $60 million a year. The stimulus legislation codifies the national coordinator position and office, provides $2 billion for discretionary spending, primarily for grants and loans, and sets a goal of “utilization of a certified electronic health record for each person in the United States by 2014.” It establishes two federal advisory committees on health information technology — one on policy and one on standards — through which the government will work with the private sector and consumer groups to develop the specifics of a nationwide health information network. These include the design of “interoperable” electronic health records that permit the seamless exchange of data among physicians, hospitals, laboratories, pharmacies, and other health care organizations, as well as methods for ensuring the privacy and security of patient data. Standards are to be developed in 2009 and tested and certified in 2010; the DHHS will certify specific products.

    Beginning in 2011, Medicare and Medicaid will provide financial incentives over multiple years of up to $40,000 to $65,000 per eligible physician and up to $11 million per hospital for “meaningful” use of health information technology, such as the electronic exchange of data and reporting of clinical quality measures. Starting in 2015, physicians and hospitals that do not use certified products in a meaningful way will be penalized. The Congressional Budget Office projects that the incentives will boost the proportions of physicians and hospitals adopting comprehensive electronic health records by 2019 to 90% and 70%, respectively, from the 65% and 45% that would be expected to do so anyway.

    An Overview of Cloud Computing

    A friend in IT recently asked me to explain cloud computing to them. It’s a complicated question because 1) personal cloud computing (think Sugar Sync, etc.) is very different from enterprise cloud computing (think Amazon S3, etc.) and 2) The vendors offering cloud services are offering really different products from each other.

    I gave my friend the best summary which I could, but later I referred him to this old but excellent summary of the state of cloud computing. It has great great play-by-play on the offerings from each of the major vendors.

    Things have shifted a little bit since then, but this is still the best summary I’ve seen on the web. And Amazon is still kickin’ everyone else’s butt with their simple image-based solution.

    An Interview with IBM’s CIO

    CIO.com has a good interview with IBM’s CIO Mark Hennessy, “Inside the New Big Blue.” Hennessy talks about global consolidation, virtualization, and web 2.0. However, my favorite part was this tidbit which Hennessy offered when asked how IBM’s new internal blogs, wikis, and collaboration tools:

    CIO.com: What are you doing to help optimize the value of the social networking tools you’re using?

    HENNESSY: I find it very important to try and understand the value of each of these different tools, and I do that in a number of ways. How many ideas are created by a particular tool? How many get sponsored by somebody that has a budget? How many are collaborated on? How many actually make it to market? What revenue is generated by those ideas? I have a set of tools now that I use to track the ideas and the innovations that come out of the different tools so that I can better align my investments to the tools that are driving the better and more innovative ideas. That’s something that I spend a lot of time with other CIOs around the world talking about — the ROI of social networking.

    This is excellent stuff. I love hearing about a CIO who is A) Actively experimenting with edgy social networking tools in a traditional\conservative organization and B) Objectively trying to track the value of these things.
